Letter Two, from April 11, 2025:
Dear Peachtree Village Homeowner/Lessor,
In case you haven’t heard already, the unprecedented large number of participants in the March 29, 2025 Referendum passed all 5 proposals in a landslide vote of 95 to 5%! Because Proposal 1 removed from office all 5 Board directors, a vote was then held to choose an Interim Board of Directors which is, now, serving as the governing body of Peachtree Village HOA until a truly democratic election is conducted for a full-term (one year) Board of Directors, most likely, this autumn.
So many positive changes have already taken place in just the past few weeks, such as, the official amendments to the Peachtree Village HOA’s Laws (By-Laws) and CCRs, implementing Proposals 2 to 5 of the recent Referendum, which were registered with the Collin County Clerk’s office on April 10, 2025. This means, residents are no longer subject to the 1000s of outdated, overbearing and invasive rules which had previously been used to undermine homeowner sovereignty and line the pockets of the for-profit company the previous Board had hired—Goodwin and Co—by the many threats of “fines” issued as punishments with their highly subjective process of assessing “violations.” Now, though, Peachtree Village home appearance and care are only regulated by the City of Plano’s ordinances and codes which are, by and large, far more reasonable.
To be clear, the Peachtree Village HOA has NOT been dissolved, not yet anyway. There were many reasons why the Referendum committee chose to, first, remove the Board that had claimed to be in charge (see below), and then reform the rules by which the HOA had previously used, though very discriminately and unfairly, to harass, demean, and profit from most homeowners. The main reason was to recover the large amount of money (by last check, around $23,000.) Goodwin & Co. is currently holding, about half of which is tied up in a money market fund! Also, because Goodwin & Co. has a very bad reputation for doing all they can to manipulate HOA Board elections (like what the BBB reports) to their financial advantage, we felt it necessary to elect a new Board committed to serving ALL the residents and non-resident home owners, in place of a handful who were becoming increasingly tyrannical. Once the task of establishing resident home sovereignty is assured, we can then decide if we still want an HOA, perhaps replacing it with a voluntary community support group.
We especially want to make our resident lessees (the people YOU invited to make their home with us) feel they are a vital part of our community. We’re fully convinced, once our lessee neighbors know the house they’re leasing is also their home, they will naturally be very good caretakers of it, and you won’t have to constantly hunt for new lessees, because a tyrannical HOA Board made them feel so unwelcome, they left in frustration!
To this end, we hope you are very pleased that, now, the New Board is already engaged in organizing positive, voluntary and respectful groups and efforts to improve our community, such as, the “Peachtree Minders,” who will pick up trash every month, the “Peachtree Menders” who will offer basic repairs (like fixing falling fence slats) for the cost of materials only, and the “Pothole Posse,” to educate all residents on how to report potholes in our streets to the City of Plano, which has ALREADY resulted in street repair work, finally, getting started!
Moreover, we have already begun the transfer to self-management (i.e., to end the contract with Goodwin & Co. as soon as possible) by setting up a bank account where all homeowners may now begin sending HOA dues and, with the community’s approval at our next Board Meeting on May 3, 2025, reduce the amount (perhaps to $20 a month). Of course, if you already paid for one or more months in advance, no worries, don’t send any more payments for now. We’ve already directed Goodwin & Co., by certified letter, to hand over all payment records so we can, hopefully soon, create our own payment record of who has paid already, how much and so on, not threaten anyone, but to say, “Thank you.” Please go to our website—peachtreevillageplano.com—for more details.
We do, however, need to update you on the rather sad way the Old HOA Board has been conducting itself. While we had hoped they would graciously accept the Referendum Proposal One results which removed them from office, in recognition of the way they had, for a long time, lost the support of our community as a whole, they have not only refused our offer to set the past aside and work WITH US as our HOA Board transforms into a SERVANT LEADERSHIP role, away from the Dictatorial Pushership that had characterized the HOA Board up until our community chose a new course…they have chosen otherwise.
While there is good evidence Goodwin & Co. already realizes they know they must, eventually, conform to the directives of the New Board, they have acquiesced to the Old Board’s demand for another “proxy” election next May, in a feeble attempt to, as they did last year, find a group of others who subscribe to their philosophy of dictatorial control over our community, presumably, in order to challenge the authority of the Interim Board and impede the progress of our New HOA which honors resident home sovereignty.
Interestingly, the letter they just began issuing reiterates their old HOA rule’s requirement for a 60% homeowner quorum in order for any “vote” to be valid, even though there has not been an annual meeting for as long as anyone can remember that had more than 10% to 20% participation at the most! This means, according to their own rules, there has not been a legitimately-elected Board for many years, including the Board we just relieved of duty last March 29, 2025!
However, previous, would-be HOA Board Directors got around this dilemma by using the undemocratic “proxy” vote practice—a way of making it falsely APPEAR they have a lot more votes than they actually do by allowing carefully-identified supporters to bring BLANK proxy vote ballots, which are only filled in at the same meeting date, time and place as the election itself! Imagine going to vote in any other election (local, state or national) where no one knows who is running for office until you get to the polling station, only to find out a small, handful of people are deciding, in an ad hoc manner, who is nominated, and minutes later, submit multiple, election ballots that were very easily copied without any sort of controls to ensure they’re valid!
For these reasons, we’ve already changed all future Board election rules by requiring all votes (in spite of whatever it is the Old Board is hoping to do next month) are conducted in a truly democratic manner, with secured ballots issued only after nominations are published for all to see and requiring a 45-day minimum time before elections are held. In this way, we will all know, well in advance, who is, legitimately, seeking a full-term, Board position.

To the Non-Resident Owners of Homes in the Community of Peachtree Village, Plano Texas
The Many Good Reasons to Support the Changes Coming to the Peachtree Village Residential Community
In recent years, the residents of Peachtree Village have suffered from a steady increase in abusive, divisive and heavy-handed practices by the current HOA Board of Directors. About 5 years ago, they contracted with a large $Billion corporation called Goodwin & Co. which has done nothing but engage in one attempt after another to profit at our community’s expense. Some of these underhanded practices include (but are not limited to), fee-stacking (the illegal practice of charging residents extra fees for the letters THEY send, and if not paid, charging “late fees” on top of them), misrepresenting themselves and the Board as a City, County, State and (lately) Federal authority that has the power to levy fines and place leans on homes, as well as DISCRIMINATING and very subjectively choosing which resident to target for an alleged “violation” of the CCRs, and which ones not to! And here in the last week, they've intentionally spread false and distorted information in an attempt to suppress the voter turnout of our upcoming referendum!
If, in fact, the rationale for hiring this FOR PROFIT ONLY corporation and directing them to “crack down on us” was to somehow make our community look better, the result as been the exact opposite! It’s become common knowledge just how much the current Board of Directors favors some residents over others. For example, there is one resident home owner who wanted to paint his home ruby red, a color the original CCRs forbade! But because he is an avid support of the Board’s efforts to “crack down” on our "other" neighbors, resident lessees, the Board just looked the other way! (Of course, the ruby red color is just fine. But it's the DISCRIMINATORY FAVORITISM that isn't!)
Worse, though, is how much the current Board has made it clear to most all of us who reside here, just how much they disrespect our resident home sovereignty. The more they’ve done to make us feel as if our homes are not our own, whether we possess them under a mortgage or property lease, the more it has DISENCLINED an increasing number of our neighbors to FEEL THEY DON’T BELONG, and when people are so DISENFRANCHISED, they’re NOT going to go to much trouble and expense to repair and improve what they’ve been made to feel is not really theirs, by some faceless HOA Board who hide behind their agents at Goodwin & Co.
For these and many other abuses of power, a number of us residents formed a committee to put a stop to them. After giving the Board one last chance to hear us out (at their last Board meeting on March 3, 2025) only to be rudely silenced, we have called for a Referendum to oust the current Board and begin making changes for the better. Assuming the Referendum paves the way for a new Board to take over, one that is committed to enfranchising everyone who lives here and encouraging VOLUNTARY efforts to address the REAL problems our community faces (street potholes, the trash passersby throw on our property, and the economic challenges our elderly residents are increasingly facing) and which the current Board has woefully neglected, we’re excited at how this fresh approach will make Peachtree Village the ENVY of Plano, Texas! Please, then, lend us your support, even if it is from afar. Not only will your property grow in value, but your lessees will be much happier to live here, meaning, they’ll be much more inclined to take good care of what they will, soon, feel is THEIR HOME TOO!
